To ensure the new policies are competitive and effective, the government has established a three-member expert committee. This panel has been given a strict three-month deadline to research and submit a detailed report on incentive-driven policies.
The committee’s primary focus will be to study the subsidy structures and support systems offered by other Indian states and international markets. By benchmarking against global standards, Maharashtra intends to create a more attractive financial environment for both big-budget blockbusters and independent regional cinema.
Recognizing that heavy infrastructure projects in Mumbai have temporarily limited traditional shooting locations, the government is looking toward the state’s interior to build new filming hubs.
Key developments in this expansion include:
New Destinations in Kolhapur: Plans are underway to establish two to three new shooting spots in Kolhapur, including a dedicated railway station set to facilitate period dramas and transit scenes.
Nagpur and Nashik Film Cities: Land acquisition has already been completed for new film cities in Ramtek (Nagpur) and Nashik. Development at these sites has officially commenced.
Modernizing ND Studio: The state plans to provide government support to modernize the famous ND Studio, ensuring it remains a cutting-edge facility for high-end productions.
A major takeaway from the government’s announcement is the push for ease of doing business. A new single-window clearance system has been developed to streamline the often-cumbersome process of obtaining filming permits. Officials confirmed that the process of moving these approvals entirely online is currently in progress.
Furthermore, the government is adopting a hybrid model for the future development of Film City. After previous tenders did not yield the expected results, the state is now looking to partner with private entities to bring in global expertise and modern infrastructure.
The government’s vision extends beyond physical sets. To future-proof the industry, the state recently notified the Maharashtra AVGC-XR Policy 2025. This policy focuses on Animation, Visual Effects, Gaming, and Extended Reality, aiming to make Maharashtra a global hub for digital content creation.
To support this, short-term courses from the Film and Television Institute of India (FTII) have been introduced at Film City, and the Indian Institute of Creative Technology has begun operations at the NFDC office. These programs are designed to bridge the skill gap and ensure a steady supply of trained professionals for the evolving media landscape.
