The production of the high-octane Bollywood sequel, Dhurandhar: The Revenge, hit a legal roadblock this week. Mumbai Police have registered a First Information Report (FIR) against the film’s location manager for allegedly flying a drone in the sensitive Fort area of South Mumbai without the necessary security clearances.
The incident took place on February 1, during what was meant to be a high-profile shoot featuring veteran actor Sanjay Dutt.
Security Breach in High-Value Zone
According to officials at the MRA Marg Police Station, the film crew was utilizing a drone to capture aerial shots of a dramatic sequence.
The Fort precinct, which houses several critical government installations, financial institutions, and heritage buildings, is classified as a high-security zone. Under current city regulations, operating any Unmanned Aerial Vehicle (UAV) in this area requires multiple levels of explicit permission from the local police and aviation authorities.
The FIR was filed against the location manager, identified as Rinku Rajpal Valmiki, under Section 223 of the Bharatiya Nyaya Sanhita (BNS), which pertains to the “wilful disobedience of lawful orders issued by public authorities.”
The shoot, which had been underway since January 30, saw parts of the historic South Mumbai streets transformed to resemble a bustling alleyway in Pakistan. On the third day of the schedule, as Sanjay Dutt—dressed in a white Pathani suit—prepared for a pivotal scene, police intervened.
“While the production team had secured general filming permissions from the Maharashtra Film, Stage and Cultural Development Corporation, they lacked the specific clearance required for drone operations,” stated Zonal DCP Pravin Mundhe.
Local residents also voiced concerns, noting that the shoot had already caused significant logistical hurdles by blocking major thoroughfares like Perin Nariman Street and Modi Street. The sudden appearance of a drone in a restricted airspace prompted immediate action from patrolling officers.
Dhurandhar: The Revenge, starring Ranveer Singh and Sanjay Dutt, is one of the most anticipated releases of 2026.
